Voyeurism is usually described as one-sided, which misses what makes it work. Being watched is an act. It requires an audience, and the moment you know you have one, everything you do is partly for them.
These stories are interested in the triangle rather than the keyhole: who is looking, who knows they are being looked at, and who is quietly in control of the arrangement. Sometimes the watcher is invited. Sometimes there is a folder of photographs that only one person knows exists.
